in san francisco. i know that i don't have much time but over the past two years i have been part of the group of community leaders in implementing cit here in san francisco and i think that it is important to clarify that cit is still very much in process, which is why my opposition to tasers, where it comes from. we have had three trainings for cit so far. and it is still is training, it is not yet a team. so i think that is something to be very clear about. we have had three great trainings but as far as the implementation of protocol and working with the department of emergency management and 911 operators and doing follow up and evaluation of effort and debriefing quarterly. those are things that we need to be working on first in my opinion before going to tasers. also, the question of arming cit officers only with tasers is something that concerns me as a mental elth advocate and something who has dealt with it myself. it puts those folks in crisis at greater risk of encountering tasers, not to s

it started because of the record of homicides in san francisco. it was running about 10 domestic violence homicides a year and including in the year 2000 the domestic violence violence of claire joyce tampango by her ex-boyfriend in front of her two children and in the subsequent investigation our commission made happen it was clear that she had taken out police reports, got emergency protective orders, did everything she was supposed to do, but it the failure of city averages to respond appropriately so the members. oversight panel for the last 10 years really taken to task the coordination and the policy reforms that departments committed to, and i am very pleased to report that with the help of many, many people in this room to date we have gone from 10 domestic homicides to this year so far 0,0 domestic homicides in san francisco this calendar year so i know commissioners have received a package of chocolates. in it it is an eraser and together we are erasing domestic violence homicides. thank you very much. >> thank you. >> commissioner chan.

full time student and i also live in a homeless shelter here in san francisco. and two years ago i was diagnosed with depression and anxiety as well as ptsd and i have been receiving treatment for the last two years, with substance abuse counseling around harm reduction. and i have seen a life change in two years like i could not imagine. having said that, i just like to share one incident with the police, not with the san francisco police,. i was living in dublin five years ago and i worked here in the city and so, this was a 15-minute ride and so i had to fall asleep and take a nap. so this day like usual, i had fallen asleep the train was delayed and i didn't know why but i had plenty of time to get to work. suddenly i was awakened by five police officers with their hands on the weapons. and it startled me to the point where i jumped out of my seat and one of the officers shoved me in the seat and said we got a report that there was a black man that has or a woman said that there was a black man carrying a gun and wearing a long coat. i had a jacket on and it
